It won't bowl you over or fill you with awe, but there are some worthwhile pieces as well as the odd "trophy piece" of the kind medium sized Japanese cities with more money than sense (alas, now its money matches its sense...) tend to splash out on. A Salvador Dali (rather spendid, actually). A Warhol. That sort of thing.
It's cheap and is located in an area that is pleasant to visit. There is the occasional visiting exhibition, some of which are worth going to. The museum is trying to strengthen links with Asian Artists. (The Asian Art exhibition is down at the rather swisher Asian Art Museum in Riverain, Nakasu)
Make it a stop on your walkabout of the castle ruins and Ohori park.
The museum has a coffee shop (moderately hideous) and museum shop (ramshackle to the point of self parody), a good source of traditionally themed postcards for the folks back home.
Externally it looks pleasant enough - but inside in the non-gallery areas this has to be the glumest, most depressing, downright unpleasant public building in the city. The galleries themselves are acceptable, but showing their age. Note the rise in your spirits as you emerge, blinking into the sunshine. If you want coffee, walk to the far end of Ohori Park to the pleasanter "Cafe in the Park", is our suggeston.
Don't let us put you off though - it does have a nice, if indifferently displayed, collection of old Japanese prints and screens.

 On Maizuru Park side of Ohori Park. 10 minutes walk from Ohori Koen subway station (walk back towards Tenjin). 30 minutes brisk walk up Meiji-dori from Tenjin.
 10 min from Ohori-koen st'n on foot.
