"Toc Toc" has been going a couple of years with marine-ply and driftwood walls on the inside and rough box seats in an Izakaya layout. It's small, seating about 30, 10 at two tables, the rest at a counter. But it "works" in a cheap and cheerful way - the food is extremely good and reasonably priced, the staff young and friendly and the beer cheap - just 350yen!
We had:
sashimi moriawase: - 1500yen
iwashi no hamburger (sardine fish cake): - 800yen
ebi furai (fried king prawn): - 800yen
tai no misoyaki (fried bream with miso sauce): - 800yen
The sardine fish cakes and tai no misoyaki in particular were delicious, with the flesh melting off the bone of the tai. The sashimi was extremely fresh, even by the standards of Fukuoka and the king prawn were gigantic. Prawn is often a disappointment, but these were good.
The clientele is slightly different to the usual - mainly couples with few salarymen.
You might consider bookng first if you are going on Friday or Saturday night - we had to wait (briefly) for a table
Location:
The docks area - it's full of character but one of the least visited parts of the city. Let us be blunt: - there is a mass of parkland to the left (Nishi park) a romantic working harbour in front complete with squid boats and small marina, in the distance an illuminated tower, over which you may watch the moon rise, and places of temporary repose within easy striking distance....
On the night we were there a young musician was practicing her violin by the quay edge.
If you are in the area, do wander over the Nagahama Ramen Yatai street, With Toc Toc behind you, it is on the top right corner of the docks.

 You can drive (up Nanotsu-dori and turn right at the Ohori Park) or walk from Tenjin (it is about 15 minutes - walk down Oyafukuo dori to the Nagahama end and turn left up nanotsu-dori. Walk until you see signs for "Chapel coconut" and follow them (turning right off nanotsu dori). You will come to the main dock area. Facing the bay, Toc Toc is on the left side of the dock "square'). about 50metres in front of it is a giant brass propellor). The closest subway is probably Akasaka - head towards the docks, turn left up Nanotsu dori and then right when you see "Chapel Coconut" signs.
By Car: up Nanotsu-dori and turn right at Hamanomachi koen mae traffic lights. Go straight up, through the Nagahama ramen yatai down to the docks at the end. Facing the bay, Toc Toc is on the left side of the dock "square' - about 50metres in front of it is a giant brass propellor. Follow the dock road around, Toc Toc is well lit.. Street parking does not seem to be a problem. The closest subway is probably Akasaka - head towards the docks, turn left up Nanotsu dori and then right when you see "Chapel Coconut" signs.
 15 min from Akasaka st'n on foot.
